1. Valve probably has no idea what to do to make it groundbreaking, seeing as the new generation of games (the good ones) have amped it up.
2. The wait has been so long that all the hype for HL3 would raise it to an un-obtainable pleasing point for the fans.
3. New engine in development, might take awhile before even thinking about HL3 (this is a rumor here)
Exactly. They'll bring it out when it's ready.

Valve has always had the longest wait times, and fans have never been dissapointed. I don't think this time will be any different. Valve is very good with their fans. If they see positive, friendly protests, they will address them.
Actually I remember quite a few on the Steam forums that were disappointed in Portal 2.
Probably because they fucked with the backstory (I was mad at first too when they retconned cave johnson's story, but he was portrayed so well that it totally made up for it) and made it a little too kid friendly. But the vast majority of Valve fans loved it.
They have RARELY failed to disappoint their consumers with their product and I'm sure that the reason they're taking their time with the next installation is just because they're trying to go over the top.
Of course this is all appended with a giant "I hope."

"Oh absolutely. We’re acutely aware of how much we annoy our fans and it’s pretty frustrating to us when we put them into that situation. We try to go as fast as we can and we try to pick the things that we think are going to be most valuable to our customers and if there’s some magic way we can get more work done in a day then we’d love to hear about it, but we recognize that it’s been a long time whereas we have so many games that people really love–Counterstrike, Half Life, Portal, Left 4 Dead, not a whole lot of Ricochet enthusiasts out there, and at the same time we want to be making sure that those games and those stories and those characters are moving forward while also making sure that we don’t just get into terminal sequelitis.
But we’ve always somehow, you know, part of the reason that we backed off talking so much about what was happening in the future is that when we’ve done that in the past, you know, with Half Life 1 it was a year after we originally said it would be, Half Life 2 basically if you go and read the forum posts apparently took us fifty or sixty years to get done so we’re trying to be careful not to get people too excited and then have to go and disappoint them. So we’re sort of reacting in the other direction and saying “okay, well let’s have things a little more baked before we start getting people all excited about it.”
Yes, it would be awesome to know what's going on in Valve but with their past catalog of games I've played and still play, all i know is that when something is released, it'll be good. Very good.
A friend of mine last night was telling me "Valve will be kind to those looking for new '3' game"
I don't know where he heard it - but that at least whittles it down to... well.. uh..

That was the rumor, but it was shot down by Valve during GDC.
basically, it was a cut down version of a PC, which would only run things like Steam, almost like a console, but with the ability for games to be easily made and sold on it by anyone, not just big name companies, as well as giving the PC gaming market a set maximum specs list, making things a hell of a lot easier for PC gamers
